About this opportunity
The USDA Agricultural Marketing Service's Commodity Procurement Program is soliciting bids for pasta products and macaroni & cheese for use in domestic food assistance programs, specifically the National School Lunch Program and other Federal Food and Nutrition Assistance Programs. The procurement includes various pasta items such as macaroni and cheese packages, whole grain blend pastas, egg noodles, and spaghetti in different packaging configurations. All products must be manufactured exclusively in the United States and comply with Agricultural Acquisition Regulation requirements. Specific packaging requirements prohibit plastic packaging and mandate cartons/boxes, while vendors proposing products they did not manufacture must submit supplier agreements. Bids are due by 1:00 PM Central Time on July 31, 2025, with bid acceptances to be announced by 5:00 PM Central Time on August 8, 2025. The contract will be awarded on a firm-fixed-price basis with deliveries scheduled between October 1, 2025, and December 31, 2025.
The solicitation includes small business set-asides with up to 30% of pasta products reserved for small businesses and 50% for egg noodles, along with potential set-asides for service-disabled veteran-owned businesses, 8(a) firms, and HUBZone preferences. No current contractors or incumbents are specifically identified in the documentation. While specific award values are not disclosed, the procurement covers multiple product categories and delivery locations throughout the United States on an FOB origin basis. The USDA will implement a probationary period for new or first-time contractors, initially limiting awards to 10 truckloads per product with full contractor status contingent upon successful delivery of at least five truckloads. All solicitation information and future amendments will be available exclusively through the USDA Web Based Supply Chain Management portal, with no hard copies provided. Deliveries will be made to various locations across the United States over the three-month delivery period.
