About this opportunity
The Defense Logistics Agency Land and Maritime is conducting a market survey for Parts Kit, Piston Assy, Engine under NSN 2815-01-370-3665, seeking to identify potential alternative sources for these specialized engine components. Currently, Rolls-Royce Solutions America Inc (CAGE 72582, P/N 23503779) is the sole approved manufacturer, designated with AMC/AMSC classification "3/D" indicating procurement must be from the actual manufacturer and that competitive data is not economically available for reverse engineering. The agency is specifically requesting information from companies that may be capable of manufacturing these items to the same quality standards as the original equipment manufacturer. Companies interested in becoming qualified as approved sources must submit a Source Approval Request package through DLA Land and Maritime's Alternate Offer/Source Approval Program, demonstrating their ability to manufacture products equal to or better than the current OEM. All responses and source information must be submitted to Contract Specialist Paul Kelley by June 18, 2025.
This procurement opportunity does not utilize any set-aside designations and identifies Rolls-Royce Solutions America Inc as the current incumbent contractor and sole approved source. The contract requirements include an initial quantity of 1,000 parts kits with a 100% option for an additional 2,000 kits, totaling a potential maximum of 3,000 units. The government is seeking to establish a Firm Fixed Price Contract structure for this procurement. The market survey indicates this is classified under NAICS code 333618 for Other Engine Equipment Manufacturing and PSC code 2815 for Diesel Engines and Components. While specific dollar values are not disclosed in the pre-solicitation notice, the substantial quantities and specialized nature of these engine components suggest a significant contract value for qualified manufacturers.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
