About this opportunity

The Defense Logistics Agency Land and Maritime is seeking potential manufacturers for a Parts Kit for Hydraulic Jack, identified by National Stock Number (NSN) 4910-01-628-1473. Currently, Sanitz Enterprises, Inc. is the sole-source provider for this item, with an acquisition management code (AMC) of "3" indicating direct manufacturer procurement. The agency is exploring alternative sources through its Alternate Offer/Source Approval Request (SAR) Program, which requires interested manufacturers to submit comprehensive technical documentation demonstrating their ability to produce components equal to or better than the original equipment manufacturer (OEM). Potential contractors must prove economic feasibility and technical competence through a detailed application package that will be evaluated by the contract specialist, Paul Kelley. Interested parties have until December 23, 2024, to submit their source approval packages or provide additional information about potential manufacturing capabilities.

The pre-solicitation notice does not indicate a specific set-aside designation, meaning the opportunity is open to all qualified manufacturers. No specific award value or budget range is currently disclosed in the documentation. The procurement is categorized under NAICS code 334419 for Other Electronic Component Manufacturing and PSC code 4910 for Motor Vehicle Maintenance and Repair Shop Specialized Equipment. While Sanitz Enterprises, Inc. is currently the only approved source, the government is actively seeking alternative manufacturers who can meet the stringent quality and technical requirements. The current procurement approach suggests that reverse engineering the item is not economically viable, which limits competitive bidding. Manufacturers interested in being considered as an approved source must demonstrate their capability to produce the hydraulic jack parts through a comprehensive technical submission to the Defense Logistics Agency.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above.   All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.

Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program.  A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM).  The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.

For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
