About this opportunity
The Defense Logistics Agency (DLA) Land and Maritime is seeking to procure a PARTS KIT, GUN with a specific National Stock Number (NSN) 1005-01-466-0424. The agency currently recognizes only two approved sources for these parts: Pattonair USA, Inc. and Sey Tec, Inc. The procurement is characterized by significant technical and economic constraints, making competitive acquisition challenging due to the inability to economically obtain necessary manufacturing data or draft comprehensive specifications. Potential new sources interested in being considered must submit a detailed Source Approval Request (SAR) package through the DLA Land and Maritime Alternate Offer/Source Approval Program. The SAR must comprehensively demonstrate the applicant's capability to manufacture the product at a quality level equal to or superior to the Original Equipment Manufacturer (OEM). All submissions must be directed to Contract Specialist Paul Kelley at Paul.Kelley@dla.mil, with the response deadline set for April 4, 2025.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The current approved sources are limited to Pattonair USA, Inc. (vendor code 046U2) and Sey Tec, Inc. (vendor code 0FGC4), suggesting a restricted competitive landscape. While specific award values or precise quantity requirements are not detailed in the documentation, the solicitation is classified under NAICS Category 332994 for Small Arms, Ordnance, and Ordnance Accessories Manufacturing and PSC Category 1005 for Guns Through 30Mm. The procurement approach follows a sole-source-like methodology, with the government acknowledging that reverse engineering the items would not be economically feasible at this time. Companies seeking to participate must proactively demonstrate their manufacturing capabilities and technical competence through a comprehensive SAR package, with the burden of proof resting entirely on the potential new source.

The AMC/AMSC for the NSN listed above is “1/C”
AMC "1" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. "
AMSC "C" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Pattonair USA, Inc. (046U2) and Sey Tec, Inc (0FGC4) are the only companies at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item.

Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above.
Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process.
