About this opportunity
The Department of Homeland Security, Office of Procurement Operations, is issuing a Request for Information on behalf of the Science and Technology Directorate to identify Partnership Intermediaries eligible under 15 U.S.C. 3715 to support technology transfer and commercialization for the Homeland Security Enterprise, with responses due August 30, 2026. No set-aside applies. DHS S&T intends to enter into one or more Partnership Intermediary Agreements to expand its existing PI network and work with intermediaries on collaborative activities, technology development, and bidirectional technology transfer between DHS S&T and academia, industry, and Federal laboratories.
The RFI solicits capabilities across seven service categories: recruiting and outreach (including services to Federal laboratories and FFRDCs, small business and educational institution support, collaboration facilitation, and technology scouting); business development (commercialization planning and intellectual property strategy); tech scouting and transition; prototyping services and innovation network access; event organization and expert networks focused on first responders; physical collaboration space with virtual engagement capabilities for rapid prototyping and demonstration; and demonstration and testing with specialized expertise.
Responses must not exceed six pages (excluding cover page) and address four questions: technical capability alignment, key personnel qualifications and experience, existing national or regional partnerships with industry and academia, and relevant government service experience. Submissions must include company legal name, entity type, points of contact, and indication of interest as prime or subcontractor. All responses submit via email to Contracting Officer Jennifer K. Koons (jennifer.koons@hq.dhs.gov) and Contract Specialist Frances Gray (frances.gray@hq.dhs.gov). This RFI is for market research only; no solicitation currently exists, and the government is not obligated to issue a formal solicitation. All submitted information becomes government property.
