About this opportunity
The USDA Forest Service, Ouachita National Forest, is seeking a contractor to provide particulate filter changeout, maintenance, and equipment calibration services for the Caney Creek IMPROVE station located on Eagle Mountain. The contract involves weekly site visits to replace particle-collection filters, record instrument data, and perform equipment maintenance for an environmental monitoring program. Qualified contractors must have a 4-wheel drive vehicle, technical skills to navigate challenging terrain, and the ability to collect at least 75% of monitoring data annually. Quoters will be evaluated on price reasonableness, technical approach, and overall best value to the government, with key requirements including submitting a technical approach narrative, demonstrating personnel qualifications, and maintaining an active System for Award Management (SAM) registration. Quotes must be submitted by email to Paul Foster and Keith Friot no later than April 16, 2025, at 11:59 p.m. Eastern Time.
The solicitation is a 100% small business set-aside with a NAICS code of 811210 and a small business size standard of $34M. The contract will have a base year from May 1, 2025, to April 30, 2026, with four additional one-year option periods potentially extending the contract to five years total. The place of performance is at the top of Eagle Mountain in Polk County, Arkansas, approximately 22 miles southeast of Mena, involving 1.73 miles of steep, rutted roads to access the monitoring site. Contractors will be responsible for collecting filters, accompanying UC Davis staff for annual equipment calibration, and making minor repairs as directed. Performance will be monitored quarterly by Air Resource Specialists, with the potential for contract termination if data collection falls below 75% in a calendar year. Compensation will be provided for weekly trips and potential additional site visits, with all trip approvals requiring Contracting Officer Representative (COR) authorization.
