Statement of Work
Project:Particulate Filter Changeout-Maintenance-Equipment Calibration, Eagle Mountain, Ouachita National Forest.
General Information
1.0 Scope of Work
The Contractor is required to travel to the top of Eagle Mountain, (22 miles SE of Mena Arkansas) weekly to replace filters, record data, calibrate equipment, and perform any necessary equipment maintenance/repairs. Filters and recorded data will be mailed in pre-paid envelopes within 24 hours of collection to UC Davis staff.
The contractor will be the contact for the site administrators (UC Davis staff and their cooperators and/or contractors). The contractor will communicate with UC Davis staff by cell phone to make any adjustments or repairs to equipment. Once annually the contractor will accompany UC Davis staff to the site to calibrate and make any equipment adjustments/repairs/replacements. If there is any equipment failure that will require local servicing, the contractor will accompany the service representative to the site to allow access to the equipment. The COR will be notified of any mechanical failures that require local service repairs, and the COR will be responsible for contacting service representatives.
This is a 5-year contract with a base year (2025) and four option years 2026-2029.
2.0 Background
The Interagency Monitoring of Protected Visual Environments (IMPROVE) program monitors visibility conditions, tracks changes in visibility, and works to identify sources and causes of impairment at all Class 1 areas. The program began in 1985. The monitoring equipment was installed on Eagle Mountain in 2000. The monitoring at this site began in 2000 to satisfy federal law. Data collection has been ongoing for the last 25 years.
The AQRC (Air Quality Research at Crocker Nuclear Lab) oversees operation of all IMPROVE (Interagency Monitoring of Protected Visual Environments) monitoring sites —approximately 160 locations across the country—where sampling stations designed and installed by AQRC researchers and staff are programmed to automatically collect samples of haze-forming particles from the air on an ongoing basis (AQRC is referred to as UC Davis Staff). Local operators change the stations’ particle-laden filter cassettes weekly and ship them back to AQRC, where most of the analyses to characterize the captured particles are performed. The processed data is then made available to the public.
Contractor Requirements
3.0 Technical Requirements / Tasks
The Contractor is responsible for traveling by personally owned vehicle (POV- equivalent to 4-wheel drive) to the Caney Creek IMPROVE station located on Eagle Mountain near Mena, AR.

Site visits are to be conducted during daylight hours every Tuesday of the month or on an alternate filter change day. Alternate days for filter changes are appropriate but the days are different each week. The contractor needs to check the calendar provided by UC Davis Staff to ensure the alternate day is approved before performing filter changes that day. Tuesdays are always acceptable.
The Contractor is responsible for removing existing filters and replacing them correctly in accordance with the IMPROVE instructions and protocols (will be supplied).
The Contractor is responsible for filling out the required data sheets w/instrument data, either digital or hard copies.
The Contractor is responsible for mailing (pre-paid) the used filters back to UC Davis within a 24 hour period and supplying the written data documentation requested by the IMPROVE program.
The Contractor is responsible for being a contact for the site administrators which is the UC Davis staff and their cooperators and/or contractors. The Contractor may be asked to replace or repair equipment at the site following instructions provided by the UC Davis staff usually by cell phone (not provided by the Government).
The Contractor will accompany the UC Davis staff on an annual audit site visit to calibrate/replace and/or repair equipment.
The Contractor is responsible for collecting at least >75% of the data in a calendar year. If <75% of the data is not acceptable or missing; the contract will be terminated. These criteria will be examined quarterly by one of the Air Resource Specialists out of the Region 8 office. UC Davis staff can also contact the COR if data collection drops.
The contractor will be required to notify the COR after completion of each trip.
The Contractor shall submit electronic invoices through the Invoice Processing Platform (IPP) monthly via www.IPP.gov.
4.0 Government Furnished
A key to the lock on the door of the small building housing the equipment will be provided.
This is not a (universal) Forest Service Key. Otherwise, there is no Government Furnished Equipment.
5.0 Deliverables / Schedule
The Contractor will be required to remove filters and mail (pre-paid) the used filters back to UC Davis and supply the written data documentation within a 24 hour period. Filters have to be replaced weekly on Tuesday. Any other day of the week will have to be coordinated with UC Davis staff schedules.
The contractor is responsible for collecting at least >75% of the data in a calendar year. These criteria will be examined quarterly by one of the Air Resource Specialists out of the Region 8 office. UC Davis staff will be monitoring the data weekly and are in communication with the
COR.
6.0 Travel
The contractor will provide their own transportation once weekly up and down Eagle Mountain in all weather conditions. This site is approximately 22 miles from Mena, Arkansas.
Approximately 18 miles are on a paved road, 1.89 miles are gravel roads, and 1.73 miles are steep, rutted, and cross rock surfaces at times. A vehicle equivalent to 4-wheel drive is required. Over a year’s time, additional trips may be necessary depending on equipment failures or site visits. Additional official trips would be compensated in accordance with the schedule of items. The COR will be contacted for approval before any additional official trips are undertaken.
7.0 Contractor’s Key Personnel
Key Personnel should have general knowledge and experience working with equipment, calibrating equipment, and ability to follow directions over a phone to make minor repairs to equipment. Forest Service personnel will provide training on the actual process of changing out the filters and calibration of equipment. Key personnel will have to be able to handle traversing the final section of road to the top of Eagle Mountain.
8.0 Security Requirements
No security requirements are necessary for contract performance.
9.0 Data Rights
The Contractor has no rights to the data collected by the IMPROVE monitoring filters. The data once analyzed is made available to the public.
10.0 Section 508 – Electronic and Information Technology Standards No information technology is being acquired.
