The contract is firm-fixed-price with all costs embedded in four recurring service line items plus one transition line item with no separate reimbursables. Contractors must be registered in the System for Award Management (SAM) with a valid Unique Entity Identifier (UEI), and award will be made to the firm providing the best overall proposal from cost and technical standpoints, subject to small business participation goals of 45.87% small business, 5% socioeconomically disadvantaged small business, 5% women-owned small business, 5% service-disabled veteran-owned small business, 3% HUBZone, and 5% Indian small business enterprises.
