About this opportunity

The Drug Enforcement Administration (DEA), under the Department of Justice, has published a Special Notice announcing its intent to issue a sole source award to PIH Health Good Samaritan Hospital located in Whittier, California. The procurement is for 30 parking spaces for government vehicles to be used by law enforcement personnel. This is designated as a Total Small Business set-aside opportunity, though the DEA intends to award the contract directly to the specified hospital without competitive bidding. The contract will cover a performance period from October 1, 2025 through September 30, 2026, and will be structured as a firm-fixed price purchase order under FAR Part 13 procedures for open market purchases.

The DEA has justified the sole source procurement under FAR 6.302-1, citing that PIH Health Good Samaritan Hospital is the only responsible source capable of meeting the agency's parking requirements. The government conducted market research and determined that no other suitable parking locations were available in the area, with existing alternatives being either unstriped or having loose gravel surfaces. All communications regarding this notice must be submitted in writing to the contracting officer by September 13, 2025 at 1:00 PM EST, though this notice is explicitly not a request for competitive quotations. The procurement falls under NAICS code 531190 (Lessors of Other Real Estate Property) and includes standard commercial contract provisions and clauses, with extensive security and compliance requirements outlined in the attached provision and clause matrix. The government reserves sole discretion in determining whether to proceed with the sole source award based on any responses received to this notice.
