About this opportunity
The Department of Defense has issued a Special Notice announcing its intent to award a sole source contract for Parachutist Emergency Release Systems (PERS). The Product Manager Soldier Clothing and Individual Equipment (PdM-SCIE) plans to award a 4-year Firm Fixed Price Indefinite Delivery Indefinite Quantity contract with a $15 million ceiling to Airborne Systems North America (ASNA). The contract will cover PERS systems and spare parts under NAICS code 314999 with a size standard of 500 employees. This notice explicitly states it is not a solicitation or request for competitive proposals.
The primary purpose of this Special Notice is to inform potential contractors of the government's intention to proceed with a sole source procurement while providing an opportunity for other parties to demonstrate their capabilities. Interested contractors have seven calendar days from the publication date to submit responses showing clear and convincing evidence that competition would be advantageous to the government. All responses must be submitted by July 10, 2025, at 5:00 pm EST, and should reference the Notice of Intent number. The government will only consider responses for determining whether to conduct a competitive procurement, with no reimbursement provided for costs associated with submitting capability information. The final decision on whether to compete this contract remains solely at the government's discretion, regardless of any responses received.
