About this opportunity

The United States Marine Corps, through the MCIEAST Regional Contracting Office, is conducting market research for parachute training aircraft support services to support the 2D Reconnaissance Battalion at MCB Camp Lejeune, North Carolina. The procurement seeks a qualified vendor to provide aircraft chartering, positioning and dispositioning services, offsite aircraft support and coordination, parachute maintenance, and wind tunnel chartering in support of the unit's training mission. Potential contractors must demonstrate the capability to operate a CASA 212 ramp-style STOL aircraft or comparable FAA-approved and DoD-certified platform capable of deploying military parachutists at altitudes up to 25,000 feet while supporting rear ramp exit operations. Performance standards require 95% acceptable quality levels for safe and timely transport to drop zones, safe and timely service delivery, and suitable facilities, with evaluation conducted through random inspections and option exercises. The RFI response deadline is March 2, 2026, though this announcement is market research only and does not constitute a binding commitment by the Government to procure services. Interested vendors must maintain active SAM registration with NAICS code 481219 identified in their profile and must include their company name, address, point of contact information, phone number, email address, and CAGE code in their response.

This procurement carries no set-aside designation and is structured as a Firm-Fixed Price contract with a 12-month base period beginning June 29, 2026, and extending through June 28, 2027, followed by four optional 12-month extension periods through June 28, 2031. The contractor must provide 40 hours of blade time for training and possess the capability to house 48 personnel with full bathroom and laundry facilities, operate a climate-controlled classroom space accommodating 35 seats, maintain a minimum 10,000 square-foot indoor parachute packing facility, and provide parachute repair and wind tunnel capabilities. All training operations must be conducted within 300 miles of Camp Lejeune and support multiple parachute training methods including Low-Level Static Level, High Altitude High Opening, High Altitude Low Opening, and cargo delivery operations utilizing various military parachute systems. The contractor bears all costs associated with aircraft fuel, landing fees, ramp fees, and maintenance, with payment issued only for actual flight hours, and the Government retains the right to cancel flights due to inclement weather. Qualified vendors must be listed under the Air Mobility Command Paratroop Commercial Operator Listing and provide pilots with current FAA licenses and appropriate type ratings.
