About this opportunity
The Department of the Air Force United States Air Forces in Europe - Air Forces Africa has issued a Special Notice regarding the procurement of Panter II MILSAT Terminals through the 700th Contracting Squadron. This notice serves as a formal announcement of the government's intent to award a single-source, firm-fixed price contract to L3 Harris Technologies, Inc. for specialized satellite communication equipment. The procurement is identified under Solicitation Number F3N6025149AG04 and falls under the NAICS code 517410 for Satellite Telecommunications. L3 Harris is identified as the sole manufacturer of these terminals, which provide small form factor MILSATCOM PACE capabilities. The terminals are specifically designed for operations using Mobile Digital Infrastructure vehicles or situations requiring commercial air travel.
The primary objective of this procurement is to address critical communication needs for agile military operations, particularly those requiring satellite connectivity through the O3b mPOWER satellite network with full TRANSEC capabilities in a compact, man-portable system. The notice establishes a compressed timeline, with interested companies having only 6 calendar days from the August 13, 2025 publication date to demonstrate their capabilities to the Contracting Officer, making the response deadline August 25, 2025. Contractors seeking to participate must contact Mrs. Svetlana Allendorf (Contract Specialist) or SrA McCoy (Contracting Officer) within this timeframe. The government emphasizes that without this equipment, the 1st Combat Communications Squadron (1 CBCS) will face significant limitations in incorporating MILSATCOM into their operational plans, creating mission risks given the current Ramstein communications architecture. The government retains complete discretion over whether to proceed with competition or maintain the single-source award to L3 Harris based on their unique product capabilities.
Notice text
L3 Harris is the only manufacturer of the Panter II MILSAT Terminals that provide small form factor MILSATCOM PACE capabilities for operations that use the Mobile Digital Infrastructure vehicle or require travel via commercial air. DOES fulfill UTC Requirement. If not funded, 1 CBCS will have limited ability to include MILSATCOM in PACE plans for agile operations that use UTCs or require members to travel via commercial air. This poses risk to these missions due to the current Ramstein communications architecture.
