NOTICE OF INTENT TO AWARD TO THE SINGLE SOURCE
PR#F3N6025149AG04
13 August 2025
The 700th Contracting Squadron (700 CONS/PKB), Kapaun Air Station, Bldg. 2767, D-67661 Kaiserslautern hereby formally announces the intent to award a firm-fixed price open market to the company:
L3 Harris Technologies, Inc.
1680 University AVE.
Rochester, New York 14610-1839 United States
CAGE: 14304
L3 Harris is the only manufacturer of the Panther™ 2 that uniquely allows users to access the mGS/mPOWER network with full TRANSEC capabilities in a compact man-portable system. The O3b mPOWER satellite system, operated by SES, uses high-throughput and low-latency (HT/LL) satellites in a medium Earth orbit (MEO) to provide multiple terabits of global broadband connectivity. The satellites' spot beams can be shifted and scaled in real time to specifically distribute power and bandwidth to individual user's terminals.
The new Panther™ 2 with mPOWER access will further diversify your communications pathways and provide additional capabilities and transport options to overcome adversarial challenges today and in the future. Lower latency and higher speeds result in lower data “round-trip” times and better responsiveness in real-time applications. Traditional Panther™ 2 GEO users are able to purchase an upgrade kit to add this capability.
This notice of intent is NOT a request for competitive proposals; however, all interested companies that identify to the Contracting Officer their intent and capabilities to satisfy the Government’s requirement with commercial items and are received within 6 calendar days after the date of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed contract, other than to the single source identified, based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. For specific questions, please contact the Contract Specialist, Mrs. Svetlana Allendorf, at svetlana.allendorf.ru@us.af.mil or telephone (049) 631-536-6885, or the Contracting Officer, SrA McCoy, at drake.mccoy@us.af.mil or telephone (049) 631-536-6418.
