About this opportunity
The Department of the Navy Naval Supply Systems Command seeks repair services for communications equipment panels and patching systems, with proposals due November 9. No set-aside applies.
The procurement is structured as a repair requirement with contractors submitting quotes using either firm-fixed price or time-and-materials with estimated costs. Repair Turnaround Time (RTAT) is measured from physical receipt of the asset at the contractor's facility—as reflected by the Action Date entry in the Commercial Asset Visibility (CAV) system—to asset acceptance under contract terms. Contractors must accurately report all transactions by the end of the fifth regular business day after receipt, with the Action Date in CAV reflecting the actual date of physical receipt.
The NAICS code is 334290, Other Communications Equipment Manufacturing. The PSC code is 7G20, IT and Telecom—Network: Analog Voice Products (Hardware and Perpetual License Software).
The solicitation incorporates multiple FAR clauses and deviations, including Buy American requirements (Free Trade Agreements and Balance of Payments Program), security prohibitions and exclusions, equal opportunity for workers with disabilities, mandatory use of Workflow Pro modification assistance module, and royalty information reporting. Priority rating applies for national defense and emergency preparedness use. Contact is Jack W. McLaughlin at 771-229-2706 or jack.w.mclaughlin6.civ@us.navy.mil.

Repair Turnaround Time (RTAT): the resultant contractual delivery requirementis measured from asset Return to the date of asset acceptance under the termsof the contract. For purposes of this section, Return is defined as physicalreceipt of the F-condition asset
at the contractor's facility as reflected inthe Action Date entry in the Commercial Asset Visibility (CAV) system. Inaccordance with the CAV Statement of Work, the contractor is required toaccurately report all transactions by the end of the fifth regular business
day after receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt. The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs established in this contract.
All contractual documents (I.e. contracts, purchase orders, task orders, delivery orders, and modifications) related to this instant procurement areconsidered to be "issued" by the Government when copies are either deposited in the mail, transmitted by facsimile,
or sent by other electronic commercemethods, such as email. The Government's acceptance of the contractor'sproposal constitutes bilateral agreement to "issue" contractual documents asdetailed herein.
