About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure one control microprocessor panel (NSN 1H-9999-LLCYB0851) through a pre-solicitation notice posted on July 15, 2025. The agency intends to solicit and negotiate with only one source under FAR 6.302-1 authority, as the Government does not own the data rights needed to purchase or contract repairs from additional sources and has determined it would be uneconomical to acquire these rights or reverse engineer the part. Interested parties have 45 days from the publication date to submit proposals, quotations, or capability statements, though this notice is not a formal request for competitive proposals. The contract requires FOB origin delivery and any awarded offeror must meet qualification requirements in accordance with FAR clause 52.209-1 at the time of award. The Government has indicated it will not be using commercial item acquisition procedures under FAR Part 12 based on market research, though interested parties may identify their capability to satisfy the requirement with a commercial item within 15 days of the notice.

This procurement does not include any set-aside designations and is classified under PSC category 9999 for miscellaneous items. The solicitation specifies a quantity of one unit for delivery, with the contract being subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions if applicable DFARS clauses are included. No specific award values, budget ranges, or incumbent contractor information is provided in the pre-solicitation notice. The technical data package version 001 references part number 376-92116-003, and interested parties can obtain military specifications and standards from the DoD Single Stock Point through various online and offline channels. No timeline for service performance is specified as this appears to be a one-time procurement of a single equipment item.
