About this opportunity
The Bureau of Land Management Wyoming Region is seeking a contractor to conduct a paleontological resources sampling survey of 275 acres within the Gas Hills High Potential Fossil Area located in the Lander Field Office. The contractor must record and evaluate all paleontological localities using BLM Locality Forms to make significance determinations that will assist in land management decisions. A critical requirement is that the contractor must possess or be able to obtain a current BLM Wyoming Paleontological Resources Use Permit in time to meet project schedules. The evaluation will focus on technical factors over price, specifically assessing proposal quality, respondent qualifications and experience, particularly in Wyoming paleontology, and the contractor's availability to perform work within specified timeframes. Questions regarding the solicitation are due by June 16, 2025, at 12:00 PM MT, with the final proposal submission deadline set for June 20, 2025, at 2:00 PM MT to Contracting Officer Crystal Martinez.
This opportunity is designated as a 100% small business set-aside under NAICS code 541620 (Environmental Consulting Services) with a size standard of $19 million, though no specific contract value or budget range is disclosed in the solicitation documents. The work is structured in three phases with corresponding payment milestones: 50% upon completion of background research and fieldwork within 45 days of award, 25% for draft report submission within 75 days, and 25% for final report delivery within 105 days. The period of performance spans from July 1, 2025, through October 31, 2025, with fieldwork restricted to snow-free periods after June 15 to protect wildlife. The survey area is located in the Wind River Basin of central Wyoming, approximately 40 miles southeast of Riverton, and the primary place of performance is listed as 1335 W Main St, Lander, Wyoming. This survey represents part of a broader effort to evaluate five High Potential Fossil Areas totaling approximately 392,000 acres identified in the LFO's 2014 Resource Management Plan.
Notice text
The contractor shall conduct a paleontological resources sampling survey of 275 acres of the Gas Hills High Potential Fossil Area (Gas Hills HPFA) within the Lander Field Office (LFO) in 2025 (see attached maps). All paleontological localities within the sampling survey area will be recorded using the BLM Locality Form and evaluated to make a significance determination. In 2014 LFO issued the Record of Decision for its Resource Management Plan (RMP), which identified five High Potential Fossil Areas (HPFAs): the Beaver Rim HPFA, the Bison Basin HPFA, the Gas Hills HPFA, the Lander Slope HPFA, and the Lysite to Lost Cabin HPFA. These five areas total approximately 392,000 acres. In order assist in making land management decisions, the LFO would like to complete paleontological surveys in the Gas Hills HPFA in 2025.
The contractor must have a current BLM Wyoming Paleontological Resources Use Permit or be able to obtain a permit in time to meet the project timeframes described in the schedule below.
