About this opportunity

The General Services Administration (GSA) is seeking qualified contractors to perform painting and siding work at the Land Port of Entry (LPOE) Building located in Orient, Maine. The scope of work encompasses removal and replacement of all vinyl siding on the main building and detached garage, installation of breathable house wrap and cement board siding with a 4-inch lap reveal, scraping and repainting of fascia, pillars, canopy ceilings, and wood elements with appropriate lead paint safety precautions, caulking of seams and joints, and cleaning and epoxying of ADA ramp and median concrete. Contractors must comply with the latest 2026 PBS Core Building Standards and ensure a supervisor is onsite at all times during performance. The contract will be awarded using a Lowest Price Technically Acceptable (LPTA) evaluation criterion under a Firm-Fixed Price agreement through negotiated procurement in accordance with FAR Part 15. The pre-solicitation notice was posted on March 11, 2026, with a response deadline of April 10, 2026.

This procurement is set aside exclusively for HUBZone-certified businesses, limiting competition to small businesses operating in designated underutilized business zones. No incumbent contractor or specific budget range is disclosed in the pre-solicitation notice. Performance is scheduled to begin 10 business days after the Contracting Officer issues the Notice to Proceed, with contractors receiving 60 days from that notice for security clearances and submittals, followed by an estimated 240-day construction period. Contractors must be prepared to work during non-standard hours if necessary to avoid disrupting building occupants, as the facility is an active Federal Building. The GSA Project Team and Construction Quality Manager will conduct close monitoring throughout the project to ensure compliance and quality standards.
