About this opportunity

The U.S. Army Corps of Engineers, Rock Island District, is conducting market research through this Sources Sought notice to identify qualified vendors capable of supplying paint primers, blasting media, and paint thinner materials to support the Mississippi River Project Office (MRPO) in Pleasant Valley, Iowa. The government seeks sources within a 90-mile driving distance of the project office and intends to award multiple vendor agreements via Blanket Purchase Agreement (BPA) or Basic Ordering Agreement (BOA) for an anticipated five-year term. Key requirements include supplying three specific vinyl paint formulas in 5-gallon containers, Coal Slag Media Black Diamond 1240 in 4,000-pound sacks, and MEK Paint Thinner in 5-gallon containers, all meeting detailed technical specifications verified through U.S. Army Construction Engineering Research Lab (CERL) testing. Vendors must demonstrate capability to deliver materials within 12 calendar days of paint lab approval, ensure delivery personnel pass E-Verify verification, and comply with restrictions prohibiting Friday and weekend deliveries. The deadline to respond to this Sources Sought notice is February 6, 2026, and interested vendors should note that this is market research only and does not constitute a formal solicitation for proposals.

This Pre-solicitation notice contains no small business set-aside designation, though results from this market research will determine whether a small business set-aside is feasible for the forthcoming actual solicitation. No incumbent contractors or specific award values are identified in this notice, as this is preliminary research to gauge vendor interest and availability rather than a procurement action. The potential contract represents an ongoing, recurring need for the MRPO to support maintenance and repair projects at all locks and dams along the Mississippi River under the jurisdiction of multiple Corps of Engineers districts. Vendors responding must be prepared to meet specialized testing and certification requirements, including submission of paint samples to CERL within seven calendar days of contract award, with initial testing costs covered by the government but retest costs borne by contractors in cases of failure. The Master Statement of Work is attached to the notice and provides detailed technical specifications, testing procedures, and delivery requirements that prospective vendors should review carefully to assess their capability to meet the government's requirements.
