i. Boiling water resistance shall be determined in accordance with (ASTM D 1308
Sec.6.4). Tin panels prepared in accordance with Method No. 2012 shall be dipped in the material to be tested, drained, and allowed to dry 72 hours prior to immersion. Immersion shall be distilled water at 100 degrees C. (212 degrees F.)
for the specified number of hours. The panels during immersion shall be in the vertical position. A recovery period of 2 hours shall be allowed before examination of the panel under test. Acceptable specimens shall show no whitening, dulling, or blistering.
ii. Alkali Resistance. Dip the closed end of well-cleaned 1 by 6-inch test tube to a depth of 4 inches into the coating to be tested, and allow to dry for 72 hours in an inverted position—that is, with the mouth of the test tube down. Place the end of the test tube that was uppermost during the drying period 2 inches below the surface of a 5 percent caustic soda (NaOH) solution at 20 degrees C. (68 degrees F.) for the specified period of time. After removal immediately rinse under gently running tap water, holding near the mouth of the tube and being careful not to touch the treated film. Dry for 2 hours and examine under suitable light. Acceptable specimens shall show not visible dulling, checking, or blistering. Defects at the extreme bottom of the test tube shall be disregarded.
iii. Reactivity of Vehicle shall be determined in accordance with ASTM D 154, “Testing Varnishes”.
iv. Volatiles in vinyl and epoxy paints and separate thinners therefore are subject to analysis of gas chromatrographic methods. Upon analysis, the results shall agree with those obtained on a control sample of material that is known to be of the correct composition. Presence of ingredients other than in the proportions specified or the presence of non-specified ingredients will forma basis for rejecting the material.
v. Adhesion Test. All vinyl paints are subject to the following adhesion test. When V-766 or V-106 formulations are tested, 5-7 mils (dry) shall be spray applied over to mild steel panels sandblasted to white metal. When V-102 or V-103 formulations are tested, they shall be spry applied over 1.5 to 2.5 mils (dry) of V- 766e known to pass this test. In all cases, the complete system shall have a total dry film thickness of 5-7 mils above the sandblast profile. After being air dried for 2 hours at room temperature, the panel shall be dried in a vertical position for 16 hours at 120 degrees F. After cooling for one (1) hour, the panel shall be immersed in tap water at 85-95 degrees F. for 48-72 hours. Immediately upon removal, the panel shall be dried with a soft cloth and examined for adhesion as follows: With a picket knife or other suitable instrument, two parallel cuts at least 1” long shall be made ¼” to 3/8” apart through the paint film to the steel surface. A third cut shall be perpendicular to and passing through the ends of the first two. With the tip of the knife blade, the film shall be loosened from the panel from the third cut between the parallel cuts for a distance of 1/8” to ¼”. With the panel being held horizontally, the free end of the paint film shall be grasped between the thumb and forefinger and pulled vertically so as to remove the film as a strip from between the first two cuts. The strip of the paint film shall be removed at a rate of approximately 1/10’ per second, and shall be maintained in a vertical position during the process of removal. Upon being removed by this method, the paint film shall either break or elongate a minimum of 10%. Paints not intended to be self-priming shall exhibit no delamination from the primer.
b. INSPECTION AND SAMPLES
i. The Contracting OƯicer, or his duty authorized representative, shall have the right to inspect the manufacturing of vehicles and mixed paints, and the packaging, labeling, and shipment of all finished products. He will collect samples of each batch of each item being furnished, including separate samples of each batch of each phenolic varnish employed as a vehicle component in a pigmented paint, unless the varnishes have been previously tested and approved by the Contracting OƯicer prior to compounding into the finish paint product. The inspector will witness the placing, sealing, and labeling of the finished product. The inspector will witness the placing, sealing, and labeling of the finished products in containers for shipment. After the samples of the finished products have been tested and approved, shipment is authorized.
Finished materials more than six months old will require retesting. The presence of the inspector in the plant will not relieve the Contractor from the responsibility for furnishing products fully meeting the specification requirements. The Contracting OƯicer reserves the right to test delivered paint for conformance with specification requirements after delivery and prior to the time of making payment therefore.
ii. Samples of mixed paints, vehicles, drying oils and thinners shall be one-quart size. Samples of pigments and solid resins shall be approximately one pound in quantity. Samples of miscellaneous raw materials shall be of appropriate quantity. All samples shall be submitted to:
