About this opportunity

The National Park Service's Interior Regions 3/4/5, Ohio Major Acquisition Buying Office, issued an Invitation for Bids (IFB) for exterior painting and repair services at Hot Springs National Park in Arkansas. The solicitation sought contractors to provide all labor, materials, tools, and equipment necessary to paint surfaces and repair wood, caulk, stucco, and wood siding at multiple historic buildings including Quarters 70 and 71, the Medical Directors Residence, the Bally building, Maurice Building, and Surplus building. Contractors were required to have a UEI number, be registered and active in the System for Award Management (SAM), and comply with Construction Wage Rate Requirements for Garland County, Arkansas. The evaluation was to be conducted on a price-based basis with a determination of contractor responsibility after bid opening. However, the solicitation was originally posted on June 10, 2025, with bids due August 15, 2025, but was ultimately cancelled on August 15, 2025, in accordance with FAR 14.404-1(C)(2).

This procurement was designated as a 100% set-aside for Total Small Businesses under NAICS Code 238320 (Painting and Wall Covering Contractors) with a size standard of $19 million. The project magnitude was estimated between $100,000 and $250,000 as a firm-fixed price contract. The work encompassed approximately 46,000 square feet of painted surfaces across multiple historic structures located near 527 Reserve Street within the city of Hot Springs, Garland County, Arkansas. The contract would have included a 90-calendar day performance period from the Notice to Proceed, with work structured under two contract line items covering both materials and labor for the various building complexes. The project required careful handling of historic structures with specific requirements for surface preparation, paint application, and preservation of historical character in accordance with national park property guidelines.
