About this file

This document is a Questions and Answers (Q&A) amendment for a federal solicitation (#P6425B0013) for a Paint Exterior Buildings Project at Hot Springs National Park in Arkansas. The Q&A covers critical project details including wood replacement requirements, window glazing repairs, historic preservation standards, site access limitations, and contract terms. Key highlights include the project involving painting and repairs for multiple buildings (Quarters 70, 71, Medical Directors Residence, Bally building, Maurice Building, and Surplus building), with most structures being historic and requiring preservation standards.

The solicitation is set aside 100% for small businesses with an estimated project value between $100,000 and $250,000. Contractors must provide their own power and water, submit required bonds (bid, payment, and performance), and adhere to Davis-Bacon wage rates for Garland County. Evaluation will be price-based, with a determination of contractor responsibility after bid opening. Subcontracting is permitted, and bidders are advised to reference the solicitation's limitations on subcontracting clause. The site visit is optional, and the project site can be viewed during working hours.
