About this opportunity
The Federal Aviation Administration's (FAA) Fuels and Energy Section is seeking material compatibility testing services for an unleaded candidate aviation fuel under the Piston Aviation Fuels Initiative (PAFI). The testing will evaluate the performance and compatibility of various materials including hoses, bladders, sealants, O-rings, fabrics, and composites when exposed to the new fuel formulation. Interested vendors must submit responses by April 23, 2025, to Contracting Officer Karen Thorngren, demonstrating their capabilities to perform specific test procedures outlined in the PAFI Materials Test Plan (PAFI-MTP-002). Evaluation criteria will focus on corporate experience, technical capabilities, ability to perform required test procedures, and potential use of existing contract vehicles. Respondents must provide a comprehensive submission no longer than 10 pages, detailing their specific testing capabilities and relevant technical qualifications.
There is no incumbent contractor for this new requirement, and the FAA has not yet determined a specific set-aside designation for the procurement. The potential acquisition could be structured as an unrestricted competition, a set-aside, or potentially a noncompetitive award based on market survey responses. The procurement is classified under NAICS Code 541380 (Analytical Testing Services) with a size standard of $19.0 million. The testing initiative is part of the FAA's broader goal to transition piston-engine aircraft to lead-free aviation fuels by 2030, with the selected contractor responsible for executing detailed material compatibility tests, providing weekly status updates, and submitting comprehensive reports. The FAA will provide test fuels at no cost, and the contractor will be expected to follow strict safety and handling protocols throughout the testing process.
