About this opportunity

The Portfolio Acquisition Executive Mission Systems (PAE MS) held its inaugural Capability Alignment Forum on August 26, 2026, bringing together current vendors and venture capitalists for a collaborative mission briefing—not a traditional industry day—to present the new Warfighting Acquisition System and outline acquisition modernization priorities. PAE MS is a newly established Navy organization (effective November 7, 2025) that consolidated historical acquisition programs into a single unified mission integrator, headquartered in Washington, DC with operational offices on both coasts and managing 200+ active programs globally.

The organization seeks industry solutions across five priority technology domains: Applied AI & Cognitive Computing, Quantum Information Science, Advanced Networking & Data Transport, Electromagnetic Spectrum Operations, and Digital Engineering & Interoperability. PAE MS operates under a warfighter-obsessed philosophy centered on dismantling traditional acquisition barriers to rapidly adopt commercial technology, enforce a Modular Open System Approach (MOSA), and deliver capability at decisive speed to the Fleet. The organization's strategic framework emphasizes four Lines of Effort (Common MOSA Architecture, Common Cloud & Transport Architecture, Software-Defined Navy, and Workforce Excellence) operationalized through five Strategic Campaigns.

Industry engagement pathways include APFIT, Commercial Solution Offerings, Other Transactional Agreements, Small Business Innovation Research, and partnerships with the Defensive Innovation Unit, In-Q-Tel, Office of Naval Research, and Rapid Capability Cells. PAE MS has published the PAE MS 101 briefing for widest dissemination and directs potential partners to monitor SAM.gov for future industry days. Solutions can be submitted directly at www.missionsystems.navy.mil/industry/.
