About this opportunity
The Federal Emergency Management Agency (FEMA) has issued a Sole Source Justification Notice for leasing eight travel trailer lots/pads at Encore Winter Quarters Resort in Lutz, Florida to support temporary housing for disaster victims of Hurricanes Helene and Milton. The contract, awarded under Stafford Act provisions, is designed to provide direct housing assistance for up to 18 months from the Presidential Disaster Declarations (9/28/2024 and 10/11/2024), pending potential Congressional extensions. Market research conducted on 10/25/2024 involved contacting ten potential vendors to establish fair pricing, with the justification citing "only one source reasonably available" near the original disaster site. The Fixed Firm Price contract includes a three-month base period with five additional six-month option periods, funded through Disaster Relief Funds for DR4828-FL and DR4834-FL across Fiscal Years 2025 and 2026. While the specific contract award amount was not disclosed, the contract was formally awarded to Encore Winter Quarters Resort on 2/20/2025 under contract number 70FBR425P00000116.
