About this opportunity
The Department of Veterans Affairs awarded a firm fixed price delivery order to Change Healthcare Technologies, LLC on June 9, 2026, for upgrades to the PACS system at Tomah VAMC, moving from Change Healthcare Enterprise Imaging PACS version 14.1 (Windows Server 2016) to version 14.2.2 (Windows Server 2022).
The delivery order was issued under Defense Logistics Agency contract SPE2D1-18-D-0006 and was not awarded competitively. Change Healthcare Technologies, LLC was determined to be the sole source capable of providing the required supplies and services at the requisite level of quality, as the supplies and services are unique and highly specialized. DLA previously negotiated fair and reasonable pricing under the underlying contract; the Contracting Officer verified that quoted prices are equal to or less than the contract price and determined the delivery order represents best value.
