About this opportunity
The Department of Veterans Affairs issued a Firm Fixed Price Delivery Order to Change Healthcare Technologies, LLC on June 9, 2026, for upgrades to the PACS (Picture Archiving and Communication System) at Hines VAMC, migrating from Change Healthcare Enterprise Imaging version 14.1 on Windows Server 2016 to version 14.2.2 on Windows Server 2022.
The award value is $169,420.05. The Delivery Order was issued under DLA contract SPE2D1-18-D-0006 without competitive competition. Change Healthcare Technologies, LLC was determined to be the sole source capable of providing the required services due to the specialized and proprietary nature of the existing PACS environment. DLA had previously negotiated fair and reasonable pricing under the base contract; the Contracting Officer verified that quoted prices were equal to or less than the contract ceiling, eliminating the need for a separate pricing determination. The award represents best value in meeting the Veterans Affairs' operational requirements for system support continuity.

The Contracting Officer has conducted a price evaluation to ensure that the quoted prices are equal to or less than the contract price.
