About this opportunity
The Department of Veterans Affairs awarded a firm fixed-price delivery order to Change Healthcare Technologies, LLC on June 9, 2026 for upgrades to the Danville VAMC's Change Healthcare Enterprise Imaging PACS system, from version 14.1 (Windows Server 2016) to version 14.2.2 (Windows Server 2022), to address end of support for the legacy version.
The delivery order was issued under Defense Logistics Agency contract SPE2D1-18-D-0006. The award was made without competitive competition; the Contracting Officer determined Change Healthcare Technologies, LLC is the only vendor capable of providing the required supplies and services at the required quality level due to the unique and highly specialized nature of the upgrade. DLA previously negotiated and validated fair and reasonable pricing under the underlying contract; no separate pricing determination was required. The Contracting Officer conducted a price evaluation confirming the quoted prices are equal to or less than the contract rates and concluded the delivery order represents best value.
