About this opportunity

The Department of Veterans Affairs issued a firm fixed price delivery order to Change Healthcare Technologies LLC on June 9, 2026, for $266,925.49 to upgrade the PACS at Chicago VAMC from Change Healthcare Enterprise Imaging version 14.1 (Windows Server 2016) to version 14.2.2 (Windows Server 2022).

The delivery order was issued under Defense Logistics Agency IDIQ contract SPE2D1-18-D-0006 without competitive solicitation. Change Healthcare Technologies LLC was determined to be the sole source capable of providing the required supplies and services at the requisite quality level due to the specialized nature of the upgrade. DLA had previously negotiated and determined fair and reasonable pricing under the underlying IDIQ; accordingly, a separate pricing determination was not required. The contracting officer evaluated quoted prices against the IDIQ rates and confirmed best value to the Government.
