About this opportunity
The Department of Agriculture Forest Service seeks packing services to transport food, supplies, and equipment for post-fire trail recovery work in Northern California wilderness areas, with quotes due June 5 at 5:00 PM PDT and questions due June 3 at 12:00 PM PDT. The procurement is a Total Small Business set-aside.
Place of performance includes the Trinity Alps, Russian, and Marble Mountain Wilderness Areas in Northern California, with a requirement that the contractor be located within 100 miles of Fort Jones, California. The period of performance runs from July 1, 2026 to June 30, 2027, with approximately 30 days of scheduled packing services, primarily July through October 2026, subject to change with one week's notice.
The contractor must provide up to 20 pack mules or horses, four packers, four riding animals, and sufficient trucks and trailers to support packing operations from two trailheads simultaneously. Packers must demonstrate capability to handle unusual loads over steep, rocky terrain and navigate remote Forest Service roads with loaded trailers. Pack loads must not exceed 160 pounds maximum or fall below 100 pounds minimum unless dimensions prohibit meeting the minimum. Services include establishing and resupplying base camps, drop-packing at predetermined sites, and packing supplies and equipment out at the end of each hitch, with backhauling of trash and empty coolers and propane tanks to Fort Jones. The contractor may blackout up to 20 days due to competing obligations.
The contractor must comply with FSH 6709.11 Health and Safety Code Handbook requirements and Leave No Trace principles. The contract incorporates FAR 52.212-4 terms for commercial services. Award will be made on a lowest price, technically acceptable basis, with only the lowest priced offer initially evaluated for technical acceptability and past performance. No pricing ceiling is stated; pricing templates are provided in Attachment 2. The NAICS code is 713990, All Other Amusement and Recreation Industries; PSC code is F099, Natural Resources/Conservation-Other. Questions should be directed to Kari Hughes at Kari.Hughes@usda.gov or 805-291-6349.
