About this opportunity
The Naval Supply Systems Command (NAVSUP) Fleet Center Yokosuka Site Marianas in Guam is seeking sources for packing, containerization, and local drayage of Direct Procurement Method (DPM) personal property shipments, specifically for unaccompanied baggage and household goods. This Sources Sought Notice is designed to determine the availability and capability of small businesses, including 8(a), Small Disadvantaged, HUBZone, veteran-owned, service-disabled veteran-owned, and women-owned small businesses to perform the contract requirements. The NAICS code for this opportunity is 488991 (Packing and Crating) with a small business size standard of $34 million. Interested contractors must submit a company profile, capability statement, and optional information about subcontractors and PWS comments by January 9, 2025, to the specified contract specialists Cynthia Cruz and Joshua Tyquiengco via email. The evaluation will focus on firms' ability to meet the requirements outlined in the Draft Performance Work Statement, with an emphasis on past performance, certifications, and demonstrated capabilities.
The Sources Sought Notice does not indicate a specific set-aside designation, allowing for broad competition among qualifying small businesses. While no incumbent contractor is mentioned, the draft Performance Work Statement includes detailed requirements for service delivery, including performance metrics such as maintaining less than 3% incorrect packing/loading errors per month and achieving 98% documentation accuracy. The contract will cover comprehensive personal property shipment services, including pre-move surveys, weighing, packing, unpacking, inventory documentation, appliance servicing, container management, and claims processing. The work is structured across three service schedules: Outbound Services, Inbound Services, and Intra-City/Intra-Area Moves. Contractors will be required to maintain adequate facilities, carry cargo insurance, and provide scheduled and on-demand reporting, with a focus on supporting Department of Defense personnel's relocation needs in the Guam area.
