About this opportunity

The U.S. Coast Guard is soliciting quotations for packing and gasket materials required for routine maintenance and replacement of MH-60T helicopter components through Request for Quotation (RFQ) 70Z03826QJ0000090. The solicitation covers nine line items of various gaskets, including lamp gaskets, sensor gaskets, transmission gaskets, and panel gaskets, with quantities ranging from 20 to 150 units per item. All items must demonstrate clear traceability to the original equipment manufacturer, Aviation Devices and Electronic Components, LLC (Cage Code 1NPE1), with complete documentation from manufacturer to current location. Technical acceptability will be evaluated based on the offeror's ability to provide new OEM-manufactured commercial items with proper authorization documentation, traceability evidence, and certificates of conformance in accordance with FAR clause 52.246-15. Pricing evaluation will be conducted for fair and reasonableness per FAR 12.204. Quotations are due by February 10, 2026, with an anticipated delivery date of April 3, 2026.

This is an unrestricted solicitation with no set-asides, allowing all responsible sources to submit quotations; however, award is anticipated on a sole source basis to Aviation Devices and Electronic Components, LLC, the original equipment manufacturer and sole designer of these specialized helicopter components. No specific budget range or award value is disclosed in the solicitation materials. The firm-fixed price purchase order will be awarded to a single contractor based on technical acceptability and fair and reasonable pricing. All items must be shipped on an F.O.B. Destination basis to the U.S. Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina, unless quotations are clearly marked as F.O.B. Origin with included shipping costs. The contract specialist for this requirement is Cayce Copley, and offerors must comply with extensive regulatory requirements including prohibitions on covered telecommunications equipment, unmanned aircraft systems restrictions, and Iran sanctions compliance.
