This is an unrestricted, firm fixed-price procurement. Place of performance is Pabradė, Švenčionys District Municipality, Lithuania. The contractor will operate a single 50-passenger bus on a fixed route between two stops (PMT1 Barracks and NORFA XL) from September 19, 2026, through January 31, 2027, with an option to extend up to six additional months, accommodating approximately 1,600 personnel. Service runs 0900–2130 on weekend and holiday dates specified in Attachment 2; no weekday service is required except when a weekday is designated as a holiday. The Government will provide minimum 15 days' advance notice of schedule changes during option periods, though the base period may require rearrangement of one or two days due to training conflicts. Buses equipped with cameras are not acceptable.
Bus drivers must hold NATO country nationality and cannot be Latvian passport holders or dual citizens of Russia, Iran, Belarus, or China, and must not have traveled to those countries within the past two years. All personnel must obtain Lithuanian Military Base security clearance within ten days prior to service start, complete Anti-Terrorism Level I, OPSEC Level I, and iWATCH training within 30 days of award, and obtain Contractor Identification Badges. Performance standards include 97% on-time arrivals, less than 3% delayed pickups/drop-offs, 100% occupancy tracking with monthly sign-in rosters, and less than 1% service disruption due to breakdowns. One monthly morale/welfare/recreation trip up to 75 kilometers is required.
