About this file

This is a Questions and Answers document for the Pabrade Shuttle Bus solicitation (W912PB26QA111) issued by the Department of the Army Materiel Command Army Contracting Command for shuttle bus services at Forward Operating Site (FOS) Pabrade, Lithuania.

The Government clarified that this is a new contract (no incumbent) providing weekend and holiday shuttle service only, with no weekday service except when a weekday is designated as a holiday. The contractor must operate a single 50-passenger bus on a fixed route between two stops: PMT1 Barracks (Pabrade) and NORFA XL, maintaining the same schedule regardless of day of the week. Service operates within a 0900-2130 window on all scheduled service dates listed in Attachment 2. The Government will provide minimum 15 days' advance notice for any schedule changes or additions during option periods, though the base period may require rearrangement of one or two days due to training conflicts. The Government confirmed no additional buses or expanded services are anticipated under this contract, regardless of passenger volume fluctuations or peak demand periods. Bus drivers must hold NATO country nationality, cannot be Latvian passport holders or dual citizens of Russia, Iran, Belarus, or China, and must not have traveled to those countries within the past two years. Base access requires advance coordination through the mayor's office typically 21 days in advance, and host nation may request additional background documentation. Buses equipped with cameras are not acceptable for this requirement.

QUESTIONS FROM OFFERORS (CLOSES 24JUL26)

1. is this similar to the latvia job or just weekend service? Would smaller than 50 pax bus be considered?

Answer:

Just select weekends and some holidays during the weekday. A 50 pax bus is required for anticipated population increase.

2. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.

There is no service currently being provided. A weekend bus was provided up until summer 2025

3. Missing weekday schedule. Paragraphs 1.3 (Scope), 5.2.1.1, and PRS#1 all state that the weekday shuttle stop locations and times are "laid out in Part 7, Attachment 2." However, the only schedule provided in Attachment 2 is titled "Weekend/Holiday Schedule." No separate weekday timetable appears anywhere in the document. Request the Government either (a) provide the weekday Attachment 2 grid, or (b) confirm the intended weekday operating pattern, specifically the departure/arrival times and the operating window.

Answer:

There is no weekday service unless a weekday is specified as a holiday day in the Attachment 2 schedule. The only service dates requested are listed there.

4. Number of stops discrepancy. Paragraph 5.2.1.1 states "Number of stops: 2," while PRS#1 (Technical Exhibit A) states "Number of stops: 5." Request the Government confirm the correct number of stops and identify the stop locations if more than the two grid coordinates (PMT1 Barracks and NORFA XL) provided in Attachment 2.

Answer:

There are only 2 stops to be provided. One on Pabrade and one at NORFA XL.

5. Confirmation of route and span. Please confirm that weekday service runs the same PMT1 Barracks to NORFA XL route shown for weekend/holiday service, and that the required weekday operating window is 0900–2130 as stated in paragraphs 1.3, 1.5.4.3, and Part 5.

Answer:

See answer in 3. The route will be the same for all days.

Answer:

Yes only one bus is requested
