About this opportunity

The Department of the Navy Naval Facilities Engineering Command is conducting a Sources Sought Notice to identify potential high voltage power substation suppliers capable of designing and building a 115kV to 13.8kV substation at Joint Base Charleston, South Carolina. The primary objective is to determine commercial availability of suppliers in the South Carolina area with demonstrated experience constructing a 115kV to 13.8kV substation at JB Charleston and connecting it to the Dominion Energy South Carolina (DESC) energy grid on the 115kV high voltage side. Interested vendors must submit a capabilities statement package not exceeding five pages, including both Attachment 1 (Company Information) and Attachment 2 (Technical Information), to demonstrate their ability to perform the specified services. The submission deadline for responses is January 2, 2026. This opportunity has no set-aside designation and involves no identified incumbent contractors. The proposed substation project is part of the P200 Nuclear Power Training Facility Simulation Expansion at Joint Base Charleston and will be fed from a 115kV transmission line owned by DESC, incorporating a circuit switcher, 115kV-13.8kV 10.5MVA distribution transformer, low-side breakers, and disconnect switches. No specific budget range or award value has been disclosed in this pre-solicitation notice, as this is solely a market research tool to assess commercial availability prior to potential future procurement actions. Vendors are classified under NAICS 236220 (Commercial and Institutional Building Construction) and PSC Y1AZ (Construction of Other Administrative Facilities and Service Buildings). The government has explicitly stated that technical point of contact information will not be provided and no appointments for presentations will be scheduled to protect the procurement integrity of any future solicitation that may result from this market survey.
