About this opportunity

The General Services Administration (GSA) is conducting market research through this Sources Sought notice on behalf of Naval Air Systems Command (NAVAIR) to identify qualified contractors capable of supplying P-8A Wheel Bearing Installation and Removal Tooling Kits for the Maritime Patrol and Reconnaissance Aircraft (MPRA) Program 290. These commercial items are intended for delivery to Naval Air Station Jacksonville, Florida. Interested vendors must submit a three-page capability statement addressing the government's objectives, including understanding vendor interest, identifying potential implementation issues, and demonstrating the ability to provide a total solution. The government plans to conduct noncompetitive negotiations under 41 U.S.C. 1901 with a single source, with Safran Landing Systems identified as the intended contractor. Responses must be submitted to Contracting Officer April McNellie at april.mcnellie@gsa.gov by December 3, 2025, and should not include pricing information.

This procurement carries no set-aside designation and represents a market research initiative rather than a formal solicitation. Safran Landing Systems is the identified incumbent and intended award recipient, though the government is seeking additional qualified sources to support its market research efforts. No specific award value or budget range has been disclosed in this Sources Sought notice. The technical specifications include nine part-numbered tools and components such as Bearing Cup Removal Tools and Wheel Assembly Sets, though final specifications may vary from those described. Responses to this notice will be used for planning purposes only and do not guarantee the issuance of a formal Request for Quote or contract award.
