About this opportunity
The Department of the Navy's Naval Facilities Engineering Command (NAVFAC) is seeking a contractor to construct a new water treatment plant at Marine Corps Air Station Yuma, Arizona. The project involves building a 5-million-gallon-per-day water treatment facility with three ground finished water storage tanks, one elevated water storage tank, and three raw water storage tanks, each with a 7.5 million gallon capacity. Key contract requirements include constructing a low-rise steel-frame structure with CMU and cast-in-place concrete exterior walls, implementing cybersecurity features, and incorporating Supervisory Control and Data Acquisition (SCADA) systems. Interested contractors must demonstrate experience in water treatment facility construction, with at least one project over $100 million and proven design-build capabilities. Responses to the Sources Sought Notice are due by 2:00 PM PST on February 25, 2025, with contractors required to submit 3-5 relevant construction projects completed within the past seven years.
The procurement is not set aside for any specific business category, though the small business size standard is $45 million for the NAICS code 237110. The project is a firm-fixed-price contract with a 1,460-day timeline, encompassing comprehensive construction activities including site preparation, utilities installation, and support infrastructure development. Contractors will need to provide detailed information about their company, including NAICS codes, CAGE code, business size status, bonding capacity, and SAM registration. The project scope extends beyond water treatment infrastructure, requiring antiterrorism features, physical security elements like fencing and surveillance systems, and compliance with Department of Defense cybersecurity criteria. While no specific incumbent is mentioned, the project represents a significant infrastructure investment for Marine Corps Air Station Yuma, with construction involving demolition of existing facilities and creating parking for 21 vehicles.
