About this opportunity

The Department of the Interior Bureau of Land Management Nevada Region seeks mechanical mowing services on approximately 2,878 acres of hazardous fuel breaks in the Owyhee Desert, Humboldt County, Nevada, with quotes due September 7, 2026, at 1:00 PM Pacific Time and questions due August 24. This is a Total Small Business Set Aside under NAICS 115310.

Place of performance is the Owyhee Desert area approximately 65 miles northeast of Winnemucca, Nevada, near the Oregon-Nevada border. The project location is BLM-NV Winnemucca Field Office, 5100 E Winnemucca Boulevard, Winnemucca, Nevada 89445.

The contractor must furnish all labor, equipment, supervision, transportation, supplies, and materials, including a minimum of two four-wheel-drive tractors with at least 90 horsepower and two pull-behind rotary mowers with a minimum 13-foot deck width and three rotors capable of cutting vegetation to 4–6 inches. Equipment must include fire extinguishers, shovels, rollover protection structures, and spark arresters. The contractor must maintain fire suppression capabilities and comply with environmental and cultural resource protection requirements, including cessation of operations during saturated ground conditions causing excessive rutting greater than 3 inches, and avoidance of archaeological sites and mining claims. All mobilization costs must be incorporated into the per-acre unit price.

Period of performance runs from September 15, 2026, through January 30, 2027. Payment is calculated by acreage satisfactorily completed, measured by GPS and rounded to the nearest whole acre. Evaluation follows a best-value trade-off approach weighing Technical Capability (equipment type, quality control plan, GPS/GIS data collection experience) and Past Performance (minimum three relevant experiences within five years) combined as significantly more important than price. A pre-work conference will be held within 15 days of award. Prevailing wage rates apply under Service Contract Act Wage Determination 1969-0113, ranging from $13.75 to $25.28 per hour depending on occupational classification. Offerors must acknowledge Amendment 0001 by the bid deadline.
