About this opportunity

The United States Transportation Command (USTRANSCOM) has issued a Request for Information (RFI) to solicit industry input on acquiring large and oversized air cargo transportation services to support Department of Defense logistical and readiness needs. USTRANSCOM seeks information on a civilian aircraft currently under development as of June 2025 that can transport space launch vehicles and other DoD articles up to 300 feet in length—cargo that cannot be readily accommodated by existing aircraft. The aircraft must be capable of entering service no later than December 31, 2035, and must be able to provide between 2,000 and 7,500 hours of service over a period of 2 to 5 years once operational. Responses to this RFI should be submitted electronically to Mr. Caleb Higgerson (Contracting Officer) or Ms. Sarah Vazzi (Contract Specialist) no later than 0800 Central Time on January 29, 2026. This RFI is being conducted pursuant to Section 141 of the Senate National Defense Authorization Act for Fiscal Year 2026 and will inform a report to congressional defense committees regarding future oversized air cargo capabilities.

This pre-solicitation notice includes no set-aside designation and does not identify any incumbent contractors or current service providers. The RFI does not specify a predetermined budget or award value at this stage; rather, it is designed to gather information from industry to inform future acquisition decisions and congressional reporting. No evaluation criteria are detailed in the notice, as this is an information-gathering tool rather than a formal solicitation for proposals. It is important to note that USTRANSCOM will not reimburse companies for costs incurred in responding to this RFI. The government is seeking preliminary information to assess market capabilities and feasibility before moving toward any formal acquisition strategy or contract award.
