About this opportunity

The Defense Logistics Agency Troop Support Clothing and Textiles issued a Special Notice for the procurement of Overshoes, Molded, Lightweight, Chemical/Biological Protective (MALO). The contract was awarded to Canadian Commercial Corporation (CCC) under contract SPE1C1-25-D-0023 through solicitation SPE1C1-24-R-0087. The acquisition covers a maximum quantity of 1,727,165 pairs of protective overshoes with a total maximum dollar value of $82,274,750.45. The procurement will span a three-year ordering period and is aligned with DFARS regulations for chemical warfare protective clothing. The notice specifically invokes an exception that supports an agreement with a qualifying country, in this case, Canada.

The purpose of this Special Notice is to document a specialized procurement of chemical/biological protective overshoes for military use, with AirBoss Defense Group Limited identified as the current sole qualified source. The procurement process includes a future qualification pathway for additional sources, which requires an extensive testing protocol involving 32 initial samples plus 200-500 additional samples for comprehensive evaluation. Potential alternative sources must undergo a rigorous 3-5 year qualification process that includes 24-hour Nuclear, Biological, Chemical agent wear testing after 45-60 days of wear. The evaluation will be conducted through three distinct phases as outlined in the MALO Alternative Source Qualification Test and Evaluation Plan. Contractors interested in becoming an alternative source will need to meet stringent technical and performance standards, with the ultimate goal of establishing multiple qualified sources for future military protective footwear acquisitions.
