About this opportunity

The U.S. Department of State Office of Acquisition Management is soliciting proposals from qualified contractors to provide Overseas Guard Services supporting the U.S. Mission in Abuja and Lagos, Nigeria. The contractor must establish an organizational structure with adequate management and qualified personnel to create a secure environment that prevents loss or injury to U.S. personnel and dependents, protects property and assets, prevents unauthorized access, and deters potential terrorist attacks. Key contract requirements include providing comprehensive security services that meet or exceed the Performance Work Statement specifications and maintaining operational standards throughout the performance period. While the solicitation notice does not explicitly detail specific evaluation criteria, the focus on organizational capacity, qualified staffing, and security objectives suggests proposals will be assessed on technical approach, management capabilities, and past performance. The solicitation has undergone multiple amendments adjusting deadlines; the vendor questions deadline was extended to November 15, 2025, and the proposal submission deadline was extended to November 28, 2025, with phone calls to the government not accepted.

This procurement carries no set-aside designation and is classified under NAICS Code 561612 (Security Guards and Patrol Services) and PSC Code S206 (Housekeeping-Guard). The solicitation notice does not identify any current incumbent contractor or provide specific budget ranges or award values. The contract structure includes one base year of performance with four optional one-year extension periods, all at the government's sole discretion, resulting in a potential five-year total performance period. No specific information regarding the number of guard positions, staffing levels, or facility coverage details is provided in the available notice documentation. Performance will take place in Nigeria, specifically supporting U.S. Mission operations in the Abuja and Lagos locations.
