About this opportunity

The U.S. Coast Guard is seeking overhaul services for starter generators supporting the HC-144 aircraft through a sole source procurement to Safran Power USA, LLC. This Special Notice serves as the complete solicitation for overhauling five G4085-1000 starter generators (NSN 2925-01-HS3-3357), with an option for two additional units. Vendors must be either the Original Equipment Manufacturer, an OEM-authorized repair center, or hold FAA 145 certification, and must perform at least 50% of the work at their FAA-certified facility while complying with all OEM specifications and the latest Component Maintenance Manual requirements. The evaluation will be based on the lowest-priced technically acceptable offer, with vendors required to demonstrate FAA certification, quality control processes, and the ability to repair components to precise specifications. The solicitation was posted on August 20, 2025, with responses due by August 26, 2025, providing only six days for submission.

This procurement does not utilize any set-aside designations and is being awarded as a sole source contract to Safran Power USA, LLC (CAGE Code 81640), the Original Equipment Manufacturer that holds exclusive rights to the technical data and specifications required for these repairs. The contract covers five initial starter generator overhauls with an option to increase the quantity by two additional units within 365 days of the initial award at the same pricing. The Coast Guard requires a 90-day turnaround time for each overhaul and mandates that all work comply with OEM specifications, including the latest revisions and service bulletins. Work will be performed to support operations at Elizabeth City, NC, with components requiring FAA airworthiness certification through Form 8130-3 or EASA Form-1. The justification documents indicate this is the most economical approach since purchasing technical data rights from the OEM would be cost-prohibitive, and no other sources can legally manufacture or service these specialized aircraft components.
