About this opportunity

The U.S. Coast Guard Surface Forces Logistics Center is seeking to overhaul or replace centrifugal pump/motor assemblies for 154' Patrol Craft vessels. The acquisition specifically targets pumps manufactured by Carver Pump Co., including Fire, Auxiliary Sea Water, Bilge, and Grey Water Pumps. Only genuine original equipment manufacturer (OEM) parts will be accepted, with remanufactured or aftermarket parts explicitly prohibited. The government does not possess the necessary proprietary technical specifications, which means the procurement will likely be restricted to the OEM and an authorized distributor. Interested vendors must submit detailed information by April 28, 2025, at 11:00 a.m. ET, including company experience, intent to quote, business size, and parts lists.

The contract is not set aside for any specific business category and will be a single firm, fixed-price, multi-year requirements contract with five one-year ordering periods. Each pump/motor assembly has an estimated unit cost ranging from $39,000 to $42,500, depending on the specific type. The total acquisition will cover multiple pump types with national stock numbers across different vessel systems. Delivery will be to the USCG central warehouse in Baltimore, Maryland, with potential direct shipment to global USCG vessels and facilities. The anticipated NAICS code is 333914 for Measuring, Dispensing, and Other Pumping Equipment Manufacturing, and the contract will establish firm, fixed pricing for standard labor, mandatory parts, contingency parts, and new pump replacements.

Notice text

The U.S. Coast Guard (USCG), Surface Forces Logistics Center (SFLC) has a requirement for overhaul or replacement of centrifugal pump/motor assemblies (all references to centrifugal pump/motor assemblies herein shall include both pump and motor as an assembly) found to be beyond economical to repair (BER) in support of the 154’ WPC (Coast Guard Patrol Craft) class vessels.  Overhauls will be done in accordance with (IAW) the provided USCG Statements of Work (SOWs)/Specifications and technical requirements provided by the original equipment manufacturer (OEM), Carver Pump, Co.  Thus, the Government will allow competitive offers to be submitted; however, all offers must be based on providing genuine OEM parts and having access to proprietary OEM data.  Remanufactured or aftermarket parts are not acceptable.  The Government DOES NOT possess the necessary drawings, technical specifications, etc., to supply with this requirement.  This information is proprietary to the OEM.  For these reasons, only components produced by the OEM (where applicable), whether new or reconditioned, will be accepted.  At the present time, this acquisition is expected to be restricted to a limited number of sources (specifically the OEM and an OEM distributor).  Please see the attached notice and USCG Specifications for further details and response requirements.
