Statement of Work Summary: HC-144 and HC-27J Aircraft Wheels and Brakes Overhaul

This Statement of Work (SOW) details the U.S. Coast Guard's requirement for overhauling wheels, brakes, and associated components for its HC-27J and HC-144 aircraft fleets. The USCG operates fourteen HC-27Js (manufactured by Leonardo S.p.A.) and eighteen HC-144 Ocean Sentries (manufactured by Airbus Group) for search and rescue, maritime safety, security, logistics, national defense, and natural resource protection missions. The contractor must overhaul six specific components: HC-27J main wheel assembly (part number 5014039), HC-27J nose wheel assembly (5014041), HC-27J main brake assembly (5014040), HC-144 wheel MLG (AHA1291MOD4), HC-144 wheel NLG (AHA1349), and HC-144 main brake (AHA1802). All overhaul work must be performed by the Original Equipment Manufacturer (OEM), Meggitt Aircraft Braking Systems Corporation, or an OEM-authorized overhaul center that is also FAA-authorized and acceptable to the USCG.

The contractor must supply all parts (only new OEM-traceable replacement parts accepted), labor, tooling, test equipment, and facilities necessary for overhaul operations. Work must comply with current OEM drawings, Component Maintenance Manuals (CMM), Service Bulletins, and Overhaul and Repair Instructions (ORI), with the contractor responsible for independently obtaining all OEM proprietary documentation. The contractor must be ISO 9000 compliant or maintain a USCG-acceptable quality system. A 90-day turnaround time after receipt of material (ARM) is required, with earlier delivery preferred at no additional cost. The contractor must provide a Teardown and Inspection Report within five calendar days of component inspection, identifying all parts requiring overhaul or replacement. All components must be thoroughly cleaned per FAA Advisory Circular 43-205 to remove hazardous materials including hexavalent chromium, cadmium, and lead. For HC-144 wheels specifically, all bearing races must be replaced during each overhaul cycle. The contractor must maintain legible Component Repair Records for each tracked component showing part numbers, nomenclature, serial numbers, labor hours, materials, and applicable service bulletins, with two copies distributed within five calendar days of completion—one inside the shipping container and one mailed to the USCG Aviation Logistics Center (ALC) in Elizabeth City, North Carolina. FAA Form 8130-3 airworthiness certificates or Certificates of Conformance must accompany each component. Components must be packaged per ASTM D 3951-10 using the USCG-provided wooden crate for return shipment, with package labeling including NSN, part number, serial number, nomenclature, contract number, delivery order number, CLIN, and vendor CAGE code. Return shipment address is USCG Aviation Logistics Center, Receiving Section Building 63, Elizabeth City, North Carolina 27909-5001.

OVERHAUL OF THE WHEELS, BRAKES AND ASSOCIATED COMPONENTS IN SUPPORT

OF THE HC-144 AND HC-27J AIRCRAFTS

STATEMENT OF WORK

1. BACKGROUND

The United States Coast Guard (USCG) has integrated fourteen (14) HC-27Js into the Medium

Range Surveillance (MRS) aircraft fleet, along with eighteen (18) HC-144 Ocean Sentries. The

HC-27J is a medium-sized military transport aircraft manufactured by Leonardo S.p.A, and the

HC-144 is a medium-range surveillance aircraft manufactured by Airbus Group. These aircraft are specifically equipped to perform all USCG missions, including search and rescue, maritime safety, security, logistics, national defense, and protection of natural resources.

2. SCOPE

The contractor shall overhaul the HC-27J and HC-144 aircraft wheels and brakes as required by the USCG. The parts listed in Section 3 must be overhauled by the Original Equipment

Manufacturer (OEM) or an OEM authorized overhaul center. The overhaul center must also be a

Federal Aviation Administration (FAA) Authorized overhaul center deemed acceptable by the

USCG and have experience effectively overhauling the wheels, brakes, and associated components for this requirement.

3. REQUIREMENTS

The parts below are included in this requirement:

The overhaul station must provide documentation confirming that it is either the Original

Equipment Manufacturer (OEM) or an OEM Authorized Overhaul Center. The overhaul center is required to comply with OEM specifications, including the OEM Component Maintenance

Manual (CMM), drawings, Service Bulletins, Overhaul and Repair Instructions (ORI), final acceptance testing, and, at a minimum, the performance requirements outlined in the OEM technical specifications current at the time of contract award. Additionally, the contractor must be

ISO 9000 compliant or maintain a quality system deemed acceptable by the USCG. The OEM for these wheel and brake assemblies is Meggitt Aircraft Braking Systems Corporation.

OEM drawings, Service Bulletins, and CMMs are proprietary and cannot be provided by the

USCG. The contractor is responsible for obtaining the required OEM drawings, Service Bulletins, CMMs, and specifications independently, as the USCG does not own or have access to this data.

The contractor shall supply all parts, labor, tooling, test equipment, and facilities necessary to perform the overhaul of the components included in this requirement. Only new replacement parts with traceability to the OEM will be accepted. All components must be overhauled in
