About this opportunity
The U.S. Army Corps of Engineers, specifically the Philadelphia Engineering District, intends to issue a solicitation for comprehensive overhaul services for the survey vessel H.R. SPIES. The contract will require a contractor to perform complete vessel maintenance including drydocking, surface preparation, hull inspection and painting, rub rail repair, engine room bilge cleaning, and miscellaneous modifications. Contractors must be registered in the System for Award Management (SAM) database and will need to potentially enter into a "Mastership Agreement for Repair and Alteration of Vessels" prior to contract award. The solicitation documents will be exclusively available on SAM.gov, with no hard copies distributed. Questions regarding the pre-solicitation notice should be directed to Katie Sayers via email, and the government anticipates issuing the solicitation on or after February 21, 2025, with a submission deadline of the same date.
The contract is designated as a total small business set-aside, with a small business size standard of 1,300 employees and categorized under NAICS code 336611 for Ship Building and Repairing. The vessel to be serviced is an aluminum construction measuring 68 feet 6 inches in length, 25 feet 10 inches in beam, with a draft of 4 feet 8 inches and a maximum weight of 92,000 pounds. The period of performance for the overhaul will be 30 calendar days from the vessel's delivery to the contractor's facility, with potential mileage-based cost differentials applied to offers. While specific award value is not disclosed, the comprehensive nature of the required services suggests a significant maintenance contract. Interested contractors should carefully monitor SAM.gov for the full solicitation and any subsequent amendments, as the pre-solicitation details are subject to change.
