About this opportunity
The U.S. Coast Guard's Surface Forces Logistics Center is conducting market research to identify qualified 8(a) small business contractors capable of overhauling 32-foot Transportable Port Security Boats (TPSB) in accordance with detailed specifications outlined in the Work Specification Sheet. This sources sought notice is issued pursuant to FAR Part 10 for research purposes only and does not constitute a formal solicitation or guarantee of contract award. Interested companies must submit capabilities proposals by May 15, 2026, including company information, a point of contact, current business size certification as an 8(a) concern, and a detailed capabilities statement not exceeding five pages that emphasizes relevant experience in boat repair and maintenance. The evaluation will focus on demonstrated capability to meet the comprehensive maintenance and repair requirements specified in the attached Work Specification Sheet, including assessment of qualified personnel, facility compliance, and quality assurance capabilities. Respondents must be registered in the System for Award Management (SAM) prior to submission, and failure to provide sufficient detail may result in exclusion from future solicitation consideration.
This opportunity is designated as a Competitive 8(a) set-aside, with no current incumbent contractor identified in the pre-solicitation materials. The government estimates that eight boats and trailers will require maintenance per performance period, with an option to increase by two additional units, and all planned preventive maintenance and repairs must be completed within ten weeks from the conclusion of initial pre-operative maintenance testing. The contract includes seven CLINs covering operational tests, comprehensive maintenance services (hull, transom, fuel tanks, engines, sterndrives, trailers, and electrical systems), optional engine and sterndrive replacement, and approved over-and-above work through Condition Found Reports. The contractor must employ qualified personnel including a maintenance supervisor with three years' supervisory experience, certified marine machinery mechanics, and certified marine electricians, all with minimum three years' relevant experience. The government will furnish specific equipment and parts, while the contractor must provide remaining materials subject to an 8% G&A fee cap and maintain ISO 9001-compliant quality assurance and OSHA-compliant facilities.
