About this opportunity

The U.S. Army Corps of Engineers, Kansas City District, issued a Special Notice on August 7, 2026, announcing that it will solicit preconstruction services and construction of Over the Horizon Radar (OTHR) infrastructure in Oregon using Construction Manager at Risk under 10 USC 2808a Other Transaction for Construction, with a Request for White Papers due no later than September 3, 2026.

The project encompasses two interdependent sites located approximately 125 miles apart—a Transmitting site and Receiver site—positioned to monitor the Northwest approach corridor. The Transmitting site requires clearing and grading over 2 square miles for antenna arrays, plus an Operations Facility (10,787 SF), Server Room, Water Treatment Building (1,323 SF), Vehicle Maintenance Shelter (1,600 SF), and Vehicle Storage Shelter (2,450 SF), all pre-engineered buildings on slab with associated utilities, EMI shielding, and support infrastructure. The Receiver site scope was truncated in the source material but is described as similarly configured.

USACE will employ a streamlined two-step competitive selection process. Step 1 requires interested parties to submit a Statement of Qualifications (maximum 10 pages) as white papers; the government intends to down-select up to three companies to proceed to Step 2, pitch meetings. One company will be selected as Construction Agent for preconstruction services award with a modification for construction award. Draft solicitation and white paper documents were released August 30, 2026, ahead of official issuance. Work is classified under NAICS 236220 and PSC Y1BC.
