About this opportunity
The National Institute of Standards and Technology seeks upgrade of its outdoor liquid nitrogen delivery system at its Boulder, Colorado facility, with proposals due September 21 following Amendment 1, which added reference photographs and extended the deadline to address offeror clarifications. The procurement is a total small business set-aside under NAICS 325120, Industrial Gas Manufacturing.
Place of performance is NIST's facility in Boulder, Colorado (325 Broadway). The work comprises delivery, installation, site acceptance testing, and training on a replacement Adjustable Pressure Phase Separator (APPS) unit and an Automated Liquid Nitrogen Fill Station. The APPS unit must meet OEM standards for cryogenic liquid nitrogen containers, include relief valves, provide output pressure adjustment of 20–60 psi, and operate on standard single-phase 110–120V/60Hz electrical service. The existing system uses Chart Industries equipment; the government will provide system isolation and draining, while the contractor performs major electrical modifications, mounting reinforcement, concrete work, permits, and inspections. Installation requires full system shutdown not to exceed 48 hours per shutdown, with no more than two shutdowns anticipated. The fill station must include full-dewar detection and meet OSHA safety standards; contractors may propose value-added safety features such as emergency stops, alarms, and remote monitoring. Four line items are required: APPS delivery within five months of award, APPS installation within six months, site acceptance testing within six months, and staff training within six months. An optional fifth line item provides one-year extended warranty on the APPS unit. Evaluation addresses technical capability, demonstrated experience, pricing, and terms and conditions in separate quotation volumes. No pre-quote site visits are available.
