About this opportunity
The Administrative Office of the U.S. Courts is seeking an Out-of-Band (OOB) Management solution to replace its current infrastructure technology. This competitive procurement involves acquiring an IT solution with ongoing licensing, maintenance, and support capabilities that can accommodate future growth within the Judiciary system. The solicitation, identified as USCA25R0146, requires vendors to submit comprehensive proposals demonstrating technical capabilities for a multi-factor authentication, LTE cellular modem supported system with high availability across two data centers. Proposals must be submitted electronically by May 29, 2025, to specific email addresses, with two distinct volumes: a Pricing Volume and a Technical Volume limited to 25 pages. Evaluation will focus on how well proposed solutions meet mandatory solution characteristics, with proposals required to include unique entity identification, SAM.gov registration status, authorized reseller statements, and detailed technical descriptions.
The procurement is not set aside for any specific business category and will be conducted outside standard Federal Acquisition Regulation (FAR) guidelines. The solution is expected to provide 100% device coverage with both in-band and out-of-band access, supporting multiple cellular carriers with a maximum 5-minute cellular failover time. Performance will be centered in Washington, DC, with potential expansion to over 500 local court locations in cities including Salt Lake City, Arlington, and Savannah. The contract includes 80 hours of professional services for solution setup and testing, with pricing consideration for quantity discounts. While specific award values are not explicitly stated, the procurement targets a comprehensive IT infrastructure replacement with potential for significant long-term deployment across the U.S. Court system. Proposals must remain valid for 120 days after submission and be delivered in Microsoft Office 365 or Adobe PDF formats, with a total file size not exceeding 10 MBs.
