About this opportunity

The Washington Headquarters Services Acquisition Directorate, acting on behalf of the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) I&S Enterprise, has published a Special Notice regarding OUSDI&S Resource Management Application Support Services. This notice is designated as a Total Small Business set-aside and was posted on July 11, 2025, with a due date of July 14, 2025. The notice serves as a formal announcement of the agency's intent to award a sole source extension modification rather than a request for quotes or proposals. The current contractor, Quality Systems Management Inc. (QSMI), is performing services under Federal Supply Schedule Contract 47QTCA19D003E with task order number HQ0034-20-F-0091, which concludes on July 18, 2025. The agency plans to extend this contract for an additional two-month period from July 19, 2025, to September 18, 2025.

The primary purpose of this Special Notice is to provide transparency regarding the agency's intention to award a bridge extension modification under FAR 8.405-6 Limiting sources authority to maintain continuity of critical support services. The contractor will provide sustainment and enhancement support for current features, as well as testing and implementation of OUSD(I)'s version of the Internal Resource Management Application - Intelligence (IRMA-I). This application serves as a critical tool for distributing, tracking, maintaining, and reporting the status of multi-million-dollar programs across Operation & Maintenance, Research Development Test & Evaluation, and Procurement appropriations. The IRMA-I system provides essential decision-making information for senior management and leadership, and includes reference tools for contract documentation templates, site links, and training histories of Contracting Officer Representatives. The notice explicitly states that it is not a request for proposals, and requests for solicitation copies, phone calls, or meetings will not be honored or acknowledged.
