About this opportunity
The Department of the Air Force Air Education and Training Command at Joint Base San Antonio is seeking to procure Daikin Smart Source Compact Vertical Water Source Heat Pumps, specifically Model GCV-Vertical .75 ton units, through an other than full and open competition procurement. The agency has established a brand name requirement for these heat pumps to support ongoing and future renovations of dormitories in buildings 1469, 1475, 1479, 3312, and 3314 on Fort Sam Houston, where the existing HVAC infrastructure was designed during construction from 2009-2012 to operate exclusively with these specific Daikin units. The procurement is justified by the unique closed-loop system compatibility requirements and the need to maintain standardized operations, training, and maintenance protocols for the METC dormitories. While this is structured as a sole-source procurement, the agency has indicated that interested parties who believe they can manufacture an equally capable system may submit capability statements with supporting evidence demonstrating their ability to meet requirements and prove that competition would be advantageous to the government. The response deadline for capability statements is July 21, 2025, with the pre-solicitation notice posted on May 7, 2025.
This procurement does not utilize any set-aside designation and appears to be targeting Daikin as the incumbent or preferred supplier based on the existing infrastructure compatibility requirements. The scope involves supporting renovations across five dormitory buildings, each containing 600 dorm rooms, representing a substantial quantity of potential heat pump units needed for the project. The procurement strategy emphasizes reducing total cost of ownership through standardization, which will eliminate the need for training maintenance personnel on multiple systems and reduce the requirement for diverse spare parts inventory. The specific .75 ton capacity units are required to maintain climate control systems that ensure the comfort and safety of Airmen, Soldiers, and Sailors housed in these facilities. The 502d HVAC shop has already selected this specific heat pump model and maintains existing stock for repairs, further supporting the standardization approach and in-house maintenance capabilities.
Notice text
Joint Base San Antonio has a brand name requirement to procure Daikin Smart Source Compact Vertical Water Source Heat Pumps, Model GCV-Vertical .75 ton, from a singular manufacturer for all current and future renovations of dorms in buildings 1469,1475,1479, 3312, and 3314, consisting of 600 dorm rooms per building, on Ft. Sam Houston.
Water source heat pumps were originally designed and installed for each METC Dorm during the construction period from 2009-2012. The METC dorms utilize a closed-loop system and only these Daikin heat pumps can operate within the buildings existing HVAC system and controls. This specific water source heat pump model is required to maintain the buildings unique climate control system. Without it, the comfort and safety of the Airmen, Soldiers, and Sailors housed in these dorms is at risk. The system is not compatible with other models. While other water source heat pumps are available, they do not meet the precise specifications of this system, and no other alternative can provide the same functionality.
This will also reduce the total cost of ownership by eliminating inefficiencies and duplication in cost by reducing the need to train the METC Dorm maintainers on multiple different systems, and eliminates the need to install a different control system entirely. Standardization will allow maintenance and repair to be done in house as the primary option versus contracting out these services. This specific heat pump was selected by the 502d HVAC shop, and the stock for repairs already exists, eliminating the need to purchase stock parts from multiple manufacturers.
Any interested responsible party that believes they could manufacture a system that is equally or otherwise uniquely capable of meeting the requirements should submit a capability statement. You must also submit supporting evidence in sufficient detail to not only demonstrate the ability to fulfill the requirement but also demonstrate that competition would be more advantageous to the Government.
